NLE 2020 NEP

National Level Exercise (NLE) 2022 will focus on a simulated catastrophic earthquake caused by a rupture along the Cascadia Subduction Zone fault in the Pacific Northwest, and includes subsequent tsunamis, aftershocks and a Spill of National Significance (SONS). 

NLE 2022 leverages a modular exercise design that focuses on both response and recovery. The response module of the exercise would focus on stabilization of community lifelines within impacted states with specific emphasis on the core capabilities of operational coordination, situational assessment, infrastructure systems, environmental response/health and safety, critical transportation, and mass care. The recovery module of the exercise would focus on transitioning from sheltering to housing, economic recovery and result in the development of a recovery strategy manageable by the state(s) and executable locally with adequate federal support.

NLE 2022 will build on Cascadia Rising 2016, a regional disaster response exercise, and examine new plans and progress made in the intervening years.

“I would like to thank the state emergency management directors in Oregon, Washington, and Idaho for their leadership in this area,” said FEMA Administrator Gaynor when announcing the selection of NLE 2022. “A large, 9.0-magnitude earthquake in the Pacific Northwest could become, in just minutes, one of the most catastrophic disasters our nation has ever seen. National Level Exercises like this are critical to building a nationwide culture of preparedness and ensuring our readiness for the most severe threats and hazards we face today.”

NLE 2022 is scheduled to occur in the spring of 2022 and represents a key step towards achieving FEMA’s 2018-2022 Strategic Plan.

Overview and Background
FEMA leads a National Level Exercise (NLE) every two years to bring together and strengthen the whole community by testing
operational capabilities, evaluating plans and policies, familiarizing personnel with roles and responsibilities, and fostering
meaningful interaction and communication across the nation. Established by the Post-Katrina Emergency Management Reform
Act, the NLE, as part of the National Exercise Program, allows stakeholders across the United States to leverage lessons
learned to continuously improve, innovate, and build toward a higher level of national preparedness. We conduct a progressive
series of preparedness events, culminating in a full-scale exercise, which bring together and strengthen the whole community.
Scenarios for these exercises range from natural disasters to manmade attacks. They address specific types of threats and
hazards that pose the greatest risk to the nation.
NLE 2020 will involve a complex, adversary-based multidimensional attack that reflects the global threat environment. This
exercise will examine a complex threat that originates overseas. Widespread cyberattacks will lead to a domestic national
security emergency with significant impacts on multiple critical infrastructure sectors. Partners across the whole community,
including all levels of government, the private sector, nongovernmental organizations, and community groups will participate in
NLE 2020. Lead-up preparedness events will commence in 2019 and the functional and full-scale components of the exercise
series will occur from February through May 2020.

NLE 2020 is comprised of a series of component exercises representing the Office of the Director of National Intelligence, the
Department of State, the Department of Defense, the Federal Emergency Management Agency, the Cybersecurity and
Infrastructure Security Agency, the Federal Bureau of Investigation, the Department of Energy, the New Hampshire National
Guard, and the states of Arizona, California, Connecticut, Maine, Massachusetts, Nevada, New Hampshire, Rhode Island, and
Vermont. In addition, partners across the whole community, including all levels of government, the private sector,
nongovernmental organizations, and community groups will participate in NLE 2020.

NATIONAL EXERCISE PROGRAM PRINCIPALS’ STRATEGIC PRIORITIES
The two-year NEP cycle is guided by Principals’ Strategic Priorities, established by the Principals Committee
of the National Security Council and informed by preparedness data from jurisdictions across the nation.
The 2019-2020 cycle is guided by nine Principals’ Strategic Priorities. These priorities are driven by data
through the National Preparedness System, including the National Preparedness Report (NPR), Stakeholder
Preparedness Reviews (SPRs), Threat and Hazard Identification and Risk Assessments (THIRAs), After-Action
Reports (AARs), and other preparedness data.

Examine the ability of law enforcement, fire and medical services, public health, and

Stabilization and Restoration of Critical Lifelines
Examine the ability of public and private sector partners to mitigate risks to infrastructure
systems; leverage mutual assistance and private sector resources; and prioritize,
stabilize, and restore critical lifelines such as communications, energy, hazardous waste
management, healthcare, food and water, safety and security, and transportation.
National Security Emergencies
Examine the ability of all levels of government to identify appropriate roles and required
authorities; proactively share incident information; coordinate decision-making; prioritize
and mobilize resources; continue essential functions; protect affected populations; and
conduct effective public messaging for any incident that threatens the national security
of the United States.
Public Health Emergencies
Examine the ability of the whole community to implement integrated response
operations against infectious diseases or other public health incidents by conducting
biosurveillance; detecting, categorizing, controlling, and containing threats; implementing
medical and nonmedical countermeasures; rapidly communicating with external partners
and the public; and addressing the aftereffects of any health emergency.
Community Recovery and Economic Resilience
Examine the ability of the whole community to implement mitigation and recovery plans,
strategies, and programs that are federally supported, state managed, and locally
executed to achieve long-term recovery objectives, including economic resilience among
community businesses, households, and individuals.
Mass Care and Housing
Examine the ability of the whole community to provide disaster survivors with
streamlined, coordinated, and inclusive life-sustaining services—such as feeding,
reunification, and distribution of emergency supplies—from congregate sheltering
through long-term housing.
Continuity
Examine the ability of partners across the whole community, including businesses and
government at all levels, to execute continuity plans and continue essential functions
and services during an incident where key personnel, facilities, or systems are directly
threatened or impacted.
School Safety and Security
Examine the ability of K-12 school and higher education officials and community partners
with roles and responsibilities in school safety to identify, prioritize, and plan for potential
threats or hazards; establish lines of coordination and communication, share information,
execute emergency plans during an incident; and validate training and resources to
provide for the well-being of students and staff before, during, and after an incident.

Prepare yourself to participate in a full-scale, real-world, multi-agency operation. Attendees will learn tactics, movements, and how to mitigate a diverse collection of emergency events. For the first time this will be a full 8-hour course! We will delve deeper into the tactics and the equipment for the first half of the training. In the afternoon during the actual operational phase, incident commanders will lead the operation, managing multiple simultaneous events, and deploying real-time command and control. This will be accomplished through the use of WiFi cameras and live radio communications between the CCTA operator and the CCTA commander students. You will be the “boots on the ground!” You will have the opportunity to rotate through each position, giving you the most bang for your buck. This is an opportunity to practice the unthinkable within the safety of a controlled training environment. We will wrap things up and conduct an after-action review with all participants to discuss the events in detail.



Complex Coordinated Terrorist Attack: Commander

This course will function as "next-level” training providing leaders and commanders from EMS and law enforcement the opportunity of a lifetime. Participants will receive instruction from top-notch leaders in the protective services. This class will deliver the ins and outs of Unified Command in the active shooter environment, as well as opportunities to experience the elements of a multi-pronged attack, commonly referred to as a complex coordinated terrorist attack (CCTA). After a didactic lesson, participants will have the opportunity to command actual EMS and law enforcement professionals. Commanders will engage teams of students who signed up for the CCTA operator course in the morning session. This will give the commander and participants an opportunity to participate in multiple scenarios and hit the ground running. All participants will have the opportunity to feel the pressure and stress associated with this dynamic and fluid event with no actual lives on the line. At the conclusion of the training, the “commanders” will meet the “operators” in a joint wrap-up session with an opportunity for Q&A.

Abstract
In this research, we show that 5G millimeter waves could be absorbed by dermatologic cells acting like antennas, transferred to other cells and play the main role in producing Coronaviruses in biological cells. DNA is built from charged electrons and atoms and has an inductor-like structure. This structure could be divided into linear, toroid and round inductors. Inductors interact with external electromagnetic waves, move and produce some extra waves within the cells. The shapes of these waves are similar to shapes of hexagonal and pentagonal bases of their DNA source. These waves produce some holes in liquids within the nucleus. To fill these holes, some extra hexagonal and pentagonal bases are produced. These bases could join to each other and form virus-like structures such as Coronavirus. To produce these viruses within a cell, it is necessary that the wavelength of external waves be shorter than the size of the cell. Thus 5G millimeter waves could be good candidates for applying in constructing virus-like structures such as Coronaviruses (COVID-19) within cells.
